What is a Waiver?

The Medicaid Home and Community-Based Services (HCBS) waiver program was authorized under Section 1915(c) of the Social Security Act. These programs "waive" the requirement for institutional care, allowing individuals to receive services in their homes and communities.

Virginia’s Eligible Waivers

Wall provides services under Virginia’s HCBS Waivers.

Virginia HCBS Waivers include Commonwealth Coordinated Care (CCC+), Family and Individual Supports (FIS), and Community Living (CL).

Commonwealth Coordinated Care ( CCC+)

This waiver covers Wall’s Direct ABA services and Outpatient Speech & Language Therapy.

Family and Individual Supports (FIS)

This waiver covers Therapeutic Consultation services, Wall’s Supported Living, In-Home, Community Housing Guide, Community Engagement, Community Coaching, and Star Center Group Day.

Community Living (CL)

This waiver covers Wall’s Therapeutic Consultation, Supported Living, In-Home, Community Housing Guide, Community Engagement, Community Coaching, Star Center Group Day, Sponsored Residential, and Group Home services.

Waiver Criteria

Each local Community Services Board or Behavioral Health Authority is the single point of entry for Virginia's HCBS Waiver program. Eligibility includes diagnostic, functional, and financial requirements, as well as the willingness to accept services within 30 days.

Diagnostic Criteria

For FIS & CL waivers, individuals must complete evaluations to determine a diagnosis of a Developmental Disability. The diagnosis must be made at or before age 22 to qualify. For the CCC+ waiver, the individual must be a Virginia resident with a physical disability and require a higher level of care.

Functional Criteria

The individual must require the same level of support as someone in a nursing facility or an Intermediate Care Facility for individuals with Intellectual and Developmental Disabilities (ICF-IDD). This is determined using the Virginia Individual Developmental Disabilities Eligibility Survey (VIDES).

Financial Criteria

The individual must qualify for Virginia Medicaid. For the CCC+ waiver, parental income is not considered, and the child is evaluated as an individual.

Educational Resources about Virginia’s Waiver Funding

Waiver funding is administered jointly by Virginia Department of Medical Assistance (DMAS), which oversees Medicaid, and the Virginia Department of Behavioral Health and Developmental Services (DBHDS). Their websites provide additional educational resources.

In addition to Medicaid DD waivers, we also accept traditional Medicaid insurance through Cardinal Care Managed Care Organizations (MCOs) including Aetna Better Health, Anthem HealthKeepers Plus, Humana, United Healthcare, Cigna, & Sentara.

Developmental Disability Waivers are administered by the state but authorized under Section 1915(c) of the Social Security Act. 

No. You must already have the required waiver for the service you are seeking in order for services to be provided under waiver funding.

Yes. To qualify for Virginia’s Developmental Disability Waivers, a diagnosis must be made by age 22.

ID stands for intellectual disability. Waivers supporting individuals with these diagnoses are part of Virginia’s DD waiver services, including the FIS, CL, and BI waivers.

DBHDS oversees licensing and regulatory compliance to protect individuals receiving services. Visit the DBHDS website for detailed regulatory information. 

The Commonwealth Coordinated Care (CCC+) waiver has no waiting list. Eligibility is based on the child’s income rather than the parents’. It provides personal care, respite, and assistive technology. Children may qualify if they are at risk of nursing facility placement due to physical disability, chronic illness, or severe medical needs; and/or need ongoing skilled nursing care.

No. For the CCC+ waiver, parental income is not considered, and the child is evaluated as an individual.
